(WSVN) – One person suffered minor injuries after part of the roof at a storage facility in Hialeah Gardens came down.Hialeah Gardens Police and Miami-Dade Fire Rescue units responded to the scene of the partial collapse near Northwest 92nd Avenue and West Okeechobee Road, Sunday afternoon.Investigators said the overall structure of the building is still OK.“We saw that it was a piece of column that fell down from the roof. We don’t know why. That’s up to the building department to decide,” said MDFR Chief Ralph Baena. “There’s a main occupancy with multiple offices in it. John Boozman (R-Ark.) will chair the military Construction and Veterans Affairs Subcommittee, with Brian Schatz (D-Hawaii) the ranking member. Similarly, Shelby will retain the gavel for the defense panel, with Richard Durbin (D-Ill.) the ranking member. The last significant change in leadership on the committee occurred last April after Thad Cochran (R-Miss.) stepped down as chairman. TEWKSBURY, MA — On Wednesday, Pina Prinzivalli (R-Tewksbury), candidate for State Representative in the 19th Middlesex District, announced that she is once again collecting signatures for a ballot question to lower the sales tax to 5% and establish an annual tax free weekend.“I’m the only candidate who is running to put the taxpayers first and I am committed to doing whatever it takes to make sure the taxpayers can keep more of their hard earned money,” said Prinzivalli, who collected signatures during the first stage of the ballot question process when she launched her campaign last fall.The ballot question, filed by the Massachusetts Retailer Association, submitted nearly 100,000 signatures last November to qualify. There was miscommunication from their side.” Bhim Army representatives spoke to reporters outside the IWPC. “They have cancelled it. Some mischievous elements, which we suspect were planted by governmental agencies and police created this ruckus. This was their attempt to spoil the unprecedented support that we got. None of the members of Bhim Army were carrying sticks,” he said. Tension prevailed in the Tughlakabad area in south Delhi after protest by Dalits turned violent on Wednesday, prompting police to resort to “mild lathicharge” and use tear gas to disperse the crowd, an official said. The protesters turned violent when police did not allow them to proceed to the site of the temple demolished by the DDA. According to police, the protesters set on fire two motorcycles and vandalised cars and a police vehicle. A few policemen were injured in the incident. The abundance of D.C. Metropolitan police patrolling the neighborhoods around Anacostia High School has strained relationships between students and authorities. This prompted community leaders, including Union Temple Baptist Church pastor Willie F. A living example that literary art has no national landscapes or limitations, Japanese-born British writer Kazuo Ishiguro, the 2017 Nobel Literature laureate, is possibly its first recipient whose range of evocative works is not in his mother tongue and deals with situations and settings from far beyond his old and new homelands and times. Spanning reminiscences of high life in the turbulent 1930s through the eyes of an English country house butler in the acclaimed Booker-winning “The Remains of the Day” (1989), the question of personal guilt a painter-turned-propagandist confronts in post-war Japan in “Artist of the Floating World” (1986), or other works set in Europe, colonised China, Arthurian Britain or in a dystopian future, Ishiguro’s small corpus is distinguished by its variety as well as some customary motifs and style.The narration in all but one of his seven books is in first person, and the works usually deal with the past of the protagonists. As he noted in an interview, he was more “interested in memory because it’s a filter through which we see our lives, and because it’s foggy and obscure, the opportunities for self-deception are there. In the end, as a writer, I’m more interested in what people tell themselves happened rather than what actually happened”.Then the endings are never cut and dried, with the protagonists gradually revealing their failings but without clearly stating they’re even aware of them, and thus ending up resigned to their inability to fully comprehend or change their lot in life.It is possibly this sentiment of a gradual, and even nostalgic, alienation which the Swedish Academy cited as it lauded Ishiguro for having “uncovered the abyss beneath our illusory sense of connection with the world” in his “novels of great emotional force”.While “The Remains of the Day”, about the dignified and proper butler pondering over his past and wondering about his future after a life completely devoted to the service of another person, remains Ishiguro’s most famous – perhaps after its 1993 film adaptation – his other books also deal with this motif in unusual ways. A personal favourite would be the surrealistic, dreamlike – and much panned by baffled critics and readers – “The Unconsoled” (1995). It is the story of concert pianist Ryder’s visit to an unnamed Central European city for a performance, where he finds himself besieged by people he has no recollection of, accosting him with a raft of appointments and promises he has no memory of or can possibly fulfill in his brief stay.Then there is his darkly dystopian “Never Let Me Go” (2005) which memorably combines the British boarding school tale tradition with the commoditisation of the human body.Author and columnist Kiran Manral, who has a pretty varied range of books herself, says what marks Ishiguro out is the focus on “the individual placed at the centre around which the universe and its chaos unfolds”.Confessing to being a Ishiguro fangirl since reading “Never Let Me Go”, she admits it “still haunts her”, but also “made me realise the immutability of an ending which did not have a conclusion”.Born in Nagasaki in 1954, Ishiguro grew up in England where his family moved in 1959, and began writing after doing his Masters in 1980. His first work, “A Pale View of the Hills” (1982), came out the same year in which he himself became a British citizen.While his first two works have Japanese themes, “A Pale View..” was an indicator of his craft and vision. Though dealing with a Japanese woman discussing the suicide of her eldest daughter with her younger child, it takes place in England where the older woman is living. “Artist…”, his second book, is set in an unnamed town in post World War II Japan, but then came “Remains…” which cemented Ishiguro’s position.After “The Unconsoled”, came “When We Were Orphans” (2000), termed a detective story with the protagonist, who lived in the Shanghai International Settlement till both his parents disappeared, returning there in the late 1930s to investigate their disappearance. It was not very well received and even he admitted it was not one of his best. There was a long hiatus after “Never Let Me Go”, but “The Buried Giant” (2015) literally broke new ground in substance and style, as well as its setting – a fantasy, post-Arthurian Britain. And soon, Ishiguro may surprise us again. read more

Elizabeth StinsonA Stunning Video of Mars That Took Three Months to Stitch Together—by Hand Chelsea LeuBehind the Scenes as NASA Tests the Most Powerful Rocket Ever Locked away beneath the surface of Mars are vast quantities of water ice. But the properties of that ice—how pure it is, how deep it goes, what shape it takes—remain a mystery to planetary geologists. Those things matter to mission planners, too: Future visitors to Mars, be they short-term sojourners or long-term settlers, will need to understand the planet’s subsurface ice reserves if they want to mine it for drinking, growing crops, or converting into hydrogen for fuel.Trouble is, dirt, rocks, and other surface-level contaminants make it hard to study the stuff. Mars landers can dig or drill into the first few centimeters of the planet’s surface, and radar can give researchers a sense of what lies tens-of-meters below the surface. But the ice content of the geology in between—the first 20 meters or so—is largely uncharacterized.Fortunately, land erodes. Forget radar and drilling robots: Locate a spot of land laid bare by time, and you have a direct line of sight on Mars’ subterranean layers—and any ice deposited there.Now, scientists have discovered such a site. In fact, with the help of HiRISE, a powerful camera aboard NASA’s Mars Reconnaissance Orbiter, they’ve found several.In this week’s issue of Science, researchers led by USGS planetary geologist Colin Dundas present detailed observations of eight Martian regions where erosion has uncovered large, steep cross-sections of underlying ice. It’s not just the volume of water they found (it’s no mystery that Mars harbors a lot of ice in these particular regions), it’s how mineable it promises to be. The deposits begin at depths as shallow as one meter and extend upwards of 100 meters into the planet. The researchers don’t estimate the quantity of ice present, but they do note that the amount of ice near the surface is likely more extensive than the few locations where it’s exposed. And what’s more, the ice looks pretty damn pure.NASA calls the use of space-based resources “in-situ resource utilization,” and the agency thinks it will be essential to survival in deep space. Of particular interest to ISRU planners is the depth of the ice, and the ratio of pure ice to that mixed in with bits of Mars regolith. The more pristine the ice, and the closer it is to the surface, the less energy it takes to extract and use.The ice found this time isn’t crystal clear. Over years, observations showed that the ice is slowly surrendering water to the atmosphere through a process called sublimation, and signs suggest that boulders and sediment are dislodging from the ice as it recedes. But some debris is to be expected. Dundas and his colleagues hypothesize that the ice originated as snow, falling in waves over millions of years. Some rocky material probably found its way in, in between snow events—but the surrounding ice, the researchers think, is relatively clean.“On Mars, when you see something bright, it usually means ice,” says Richard Zurek, chief scientist for the Mars Program Office at NASA’s Jet Propulsion Laboratory, who was unaffiliated with the study. Most of the material on Mars reflects little light, “but the albedo readings on these exposed sections show that this is very bright stuff,” he says. “And the spectrometer readings support that this is water ice and not ice-cemented soil, which would be much harder to convert into water as a resource.”Now, don’t pack your bags for Mars just yet. The eight sites Dundas and his colleagues observed were all located at upper mid-latitudes, between 55 and 60 degrees north or south of the equator, where temperatures can drop extremely low. Most Mars missions, though, restrict their landing sites to within 30 degrees of the equator—as would future crewed missions to the planet’s surface, most likely. As Zurek puts it: “If you wanna stay warm, it’s better to be in Hawaii than Alaska.” Anna VlasitsThis AI-Fortified Bot Will Build the First Homes for Humans on Mars But that close to the equator, warmer temperatures could drive subsurface ice reserves deeper into the ground, where they’ll be harder to get to. “So that’s something you’ll want to follow up on and investigate before you put your base down,” Zurek says.Plans to do so are already in the works. “I’m sure we haven’t found all of the exposures at this point,” Dundas says, and more could certainly exist closer to the equator. NASA’s Mars 2020 rover is equipped with a ground-penetrating radar that could allow it to probe the mysterious upper layers of the planet’s surface. The European Space Agency’s ExoMars rover, also slated for a 2020 launch, will come outfitted with a drill designed to sample geology at depths of up to two meters.Another option: artificial meteors. Scientists imagine sending spacecraft to hitch a ride through Mars’ atmosphere on larger vehicles, only to break off at low altitude and collide with the planet. They’d land with enough impact to bury themselves a few meters into the planet’s surface, detect the composition of the area around them, and relay their observations back to Earth by way of satellites in Mars orbit. “That one, the technology’s not quite there yet, but it’s rapidly developing,” Zurek says.Fortunately, scientists still have some time to pinpoint Mars’ reservoirs of water ice. Humans will likely return to the moon before they venture into deep space. Optimistic timelines put our arrival on the Red Planet some time during the 2030s. Where we land, how long we visit, and what we bring along will all depend on the resources that await us—and how hard we’ll have to work to get them. Share Editor’s note: This select print feature originally appeared in the March 2015 issue of MReport magazine.Here are the Top Five Questions You Need to Ask Yourself TodayBy Kris Stewart and Jeanne EricksonThe financial services industry has been waiting for the Dodd-Frank Truth in Lending Act and Real Estate Settlement Procedures Integrated Disclosure (TRID) rule since 2010. It has been a long journey since then, marked by extensive consumer testing by the Consumer Financial Protection Bureau, a proposed rule, a comment period, and months of education, planning, and preparation by vendors and originators. Ready or not, game time is upon us. The final rule was released in late 2013 and will take effect on August 1, 2015.With mandatory compliance now just a few months away, the industry is faced with the reality that there is little time left to address implementation. The institutions that seem to be in the best position now are those that have been proactive and educated themselves, taking advantage of industry Webinars, conference calls, and briefings to get their arms around all of the requirements. Institutions with dedicated legal and compliance teams have likely invested significant resources in grasping the large amount of material related to these changes. Some larger institutions have conducted studies of the impact on their organizations and are likely in a good place in terms of readiness, but given the magnitude of this change and its impact on business processes and work flow, there are some critical questions mortgage originators will need to immediately ask themselves in order to determine whether they will be able to continue to operate come August.Compliance and consulting subject matter experts across the industry have been engaging in conversations with originators and the regulators to ensure August 2015 readiness. Based on the many industry observations and conversations we have had, Wolters Kluwer Financial Services understands that implementation of a regulation as massive as the TILA-RESPA integrated disclosure rule presents a number of challenges.Here are five key questions institutions should consider in assessing their level of readiness for the TILA RESPA Integrated Disclosure rule:Do I understand what the disclosure documents are and all of their unique requirements?What is the impact to my business process and workflow?What are the effects on my software systems?How are my vendors handling the changes, and what is their level of readiness?What is my training plan?What are the TILA-RESPA Disclosure Documents and Requirements?The TILA-RESPA integrated disclosure rule itself is primarily concerned with the creation and delivery of two new documents: the Loan Estimate, which replaces the current initial TIL and the GFE; and the Closing Disclosure, which replaces the closing TIL and HUD-1. Until you really dive in and understand the nuances in the regulation, it’s hard to imagine that implementing two documents can be such a big deal. These documents, however, are unlike others we have seen in recent years in some critical ways.First, it’s important to understand that the CFPB conducted extensive consumer testing with these documents, so the final presentation of the documents—the content and the look and feel—are two critical components of this regulation.The content that populates these disclosures is intended to be transaction-specific. This means that only information relative to the borrower’s transaction may be presented on the form. The result is that the presentation of information will vary based on the details of the loan. The regulation has a number of very detailed requirements related to the organization and presentation of this content, including the number of tables that must appear, the organization of fees (largely alphabetical in this case), and specific rules around bolding, rounding, and aggregating of information.While these changes result in documents that are much more readily understood by consumers, it leads us to the second area to mention relative to documents: the extensive education (or re-education) process that goes with these changes. While it would be easy to look at this as just one more training hurdle to overcome, we think the CFPB intends these documents to really be a game changer in helping consumers be knowledgeable participants in the mortgage origination process. Lenders successful at helping all those within the origination cycle who deal with both the consumer and the documents to gain a deep understanding of these forms and their many variations, can truly provide a best-in-class customer experience. This is one time where compliance really can positively impact the bottom line of an institution by drawing in and retaining customers.What is the impact to my business process and workflow?There are a number of changes within this regulation, however, that will affect the lender’s operational practices in significant ways as well. For example, significant challenges involve determining which entities in a relationship will provide which requirements and the subsequent business processes needed to support those decisions. Additional considerations include working with the timing requirements of the regulation for the provision of the disclosures and the impact of this rule on the current closing process that many lenders have in place today with their settlement agents.On the front end of the process, there are key questions that need resolution between brokers and lenders:Who is doing the Loan Estimate?How will we work together moving forward?Does your present business relationship have clear terms on how to deal with things like workflow, re-disclosure, accuracy of fees, and the management of tolerance?As with the current TILA and RESPA regulations, timing is a critical component in the revised regulation, and also a challenge. The Loan Estimate timing requirements are consistent with that of today’s disclosures (the Good Faith Estimate and Early TILA disclosure), which is to say that it is required within three business days of the application’s completion. New to the process is the requirement to provide the Closing Disclosure three business days prior to consummation, which represents a significant workflow change. The business day calculation also comes into play in determining the impact on when the closing can occur if there is the need to re-disclose. While there are some limited exceptions for closing without the three day requirement being met, the vast majority of closings will now be scheduled around the waiting periods required by the regulation.Key questions between lenders and settlement agents include:Who is producing which documents?Have you worked out a method for exchange of data?Have you figured out how to ensure that the data exchange is managed to ensure privacy?Have you looked at your contractual relationships to make sure they support your new business expectations?Another key business process that lenders will be working through is in changing the ways they may need to work with their settlement agents. Many institutions today rely on settlement agents to complete and provide the HUD-1. While that’s still permissible under the new rules in terms of providing the Closing Disclosure, the regulation makes clear that the lender is responsible for the accuracy of the disclosure and for ensuring that it is received by the borrower at least three business days prior to consummation.What are the effects on my software systems?As is often the case, this issue is the 800-pound gorilla when it comes to the impact of the TRID requirements. For now, we will limit ourselves to two topics: dual systems and data requirements. Both of these represent areas that lenders will want to be aware of as they work closely with their third-party technology vendors.What we mean by “dual systems” is the need for the loan origination and documentation systems to support both the new disclosures, as well as the existing ones. For loans in flight as of August 1, 2015, they will need to be completed under the old rules, including providing the HUD-1 and closing TIL as they exist today. For most closed-end consumer mortgages, applications received on or after August 1, 2015, are subject to the new rules, which includes the new Loan Estimate and Closing Disclosure. There are transactions that are not subject to the new disclosures, such as home equity lines of credit, reverse mortgages, and/or mortgages secured by a mobile home or by a dwelling that is not attached to real property. These loans will continue to use the current disclosure forms required by TILA and RESPA today.The new forms also present a number of new data and rule requirements. There are new calculations that are needed to support some of the disclosures such as best and worst case examples of payment changes resulting from variable conditions within the loan. The variability of the forms is resulting in newly identified data elements. The data standards to support the new Loan Estimate and the Closing Disclosure will exist in MISMO version 3.3 and later. Fannie Mae and Freddie Mac jointly issued their final version of their Uniform Closing Dataset that has 899 distinct elements for just the closing disclosure. Of these elements, 827 are identified as CFPB form requirements, and 72 are identified as GSE requirements. And, while we’re talking about data elements, keep in mind that many loan origination systems today are built around the HUD line number structure. For the new disclosures, that concept is gone. Internal systems will likely continue to manage fees in the HUD numbering scheme fashion. They will need to output to a form that no longer carries that distinction, but rather presents the fees alphabetically within specified categories.Finally, don’t overlook the systems that you use to gather applications. As mentioned above the definition of an application has changed and thus, the systems that support the application process must be reviewed and perhaps revised.How are my vendors handling the changes, and what is their level of readiness?Ask yourself right now, do I understand where my vendors really are in terms of preparation for these changes? Every day we seem to be hearing of institutions being shocked to find out their vendor is not as far along in the implementation process as they had thought. Time is of the essence now with only a few months left to go. At this point, you should be meeting with your vendors and they should be demonstrating with production samples what you can expect to see on August 1. It is time to go beyond PowerPoint presentations and concepts. It is time for you to invite your vendors for a “show-and-tell” session. Your ability to meet your customers needs is at stake, and you need to have the confidence that your partners are far enough along in their solution development to convince you that they are well along the path of being able to produce a final product for you to review. If they are not, you may still have time to pursue a plan B. But you won’t have that luxury for long—the implementation date is fast approaching.What is my training plan? Employee readiness is an integral part of a successful TILA-RESPA implementation. Consider the needs of your particular organization and who you are training. Have you thought about some of the extended players that influence the transaction, such as real estate agents, brokers, title agents, local attorneys who may get involved on behalf of a customer? What about your customers themselves. What’s new for them? Some of these changes will mean new processes. Are you thinking about how to get customers over the learning curve?Once all the business decisions are made, it will be important to complete any role-specific training based on the requirements gathered during your own internal impact analysis. Develop and deliver hands-on training for applicable front–line operations and back-house operations staff to assist in understanding TILA-RESPA’s impact on individual workflows. For example, the TRID regulation redefines what it means to take an application by eliminating a catch-all. There are now just six pieces of information that determine what is an application. Once a creditor has those six pieces of information, the application is considered “received.” Once received, the timingrequirements jump into play. So, lenders must review their currentapplication processes and consider whether to “sequence” the gathering of these six items to ensure that it doesn’t have an “application” before it intends to have an application. This is a crucial component to be addressed by any lender’s workflow assessment.When developing a training plan, start with a broad-based regulatory overview of the new rule and its impact on current practices. You will likely need to provide your front–line operations, back-house operations, customer support and sales groups, along with executive management and the Board of Directors, with a general understanding of the required documentation, process, and system changes triggered by the new rule. You may also consider providing additional guidance to help your institution address some of the new operational requirements.For the next phase of your training, focus on your own financial institution’s products and features. Take a deep-dive review of the Loan Estimate and Closing Disclosure. Your objectives will be to give key members of your organization a detailed understanding of the required documents and compliant field data that drives the dynamic requirement for the regulation. Consider who needs to understand the forms and how to explain them.Make Your Changes Now and Relax Come AugustThe CFPB has been deeply engaged within industry discussions since the proposal was published and it is fair to expect that the Bureau will continue to oversee how the industry measures up to TRID rule standards and evaluate what changes, if any, may be needed in the future. The materials and guides that the CFPB has created are user-friendly, and it has provided a number of venues for discussions with vendors and creditors. How much your organization has taken advantage of the available resources will determine how prepared you feel for business to continue uninterrupted on and after August 1st. One thing is clear: given all of the time the CFPB has given the industry to prepare and all of the resources it has invested in education and discussions with impacted institutions, there will be little tolerance for non-compliance. There are no signs that exceptions will be made for originators who are not prepared. The good news is there is still time to act, there is just no time to delay.
