HOUSTON (AP) — Two portraits of a smiling Rep. Gabrielle Giffords gave the nation its closest look yet at the congresswoman’s remarkable recovery less than six months after she was shot in the head at point-blank range outside a supermarket.The pictures posted Sunday on Facebook were the first clear photos of the Arizona congresswoman who rose to national prominence after a gunman opened fire on her in January as she met with constituents in Tucson. Six people were killed and 13 others wounded.But the images left unanswered many questions about her cognitive abilities and when — or even if — she will be able to resume her job in Congress.“The image doesn’t tell us the inner mental state or the brain itself, how it’s functioning,” said Jordan Grafman, director of the Traumatic Brain Injury Research Laboratory at the Kessler Foundation Research Center in West Orange, N.J., explaining that many brain-injury patients look good within months of being hurt.“What’s their social skills? Do they have a nuanced sense of humor? Can they participate in activities? All that is what’s important,” asked Grafman, who has not treated Giffords.
U.S. District Court Judge H. Russel Holland issued a preliminary injunction Monday, temporarily halting the EPA’s 404(c) process regarding the Pebble Mine.Download AudioThe process allows the EPA to restrict or prohibit projects that could have adverse effects on fishery areas.The Pebble Partnership contends the EPA violated the Federal Advisory Committee Act, which ensures advisory committees are objective and accessible to the public, while developing the Bristol Bay Watershed Assessment.“The preliminary injunction basically says that the EPA can’t take further steps in their preemptive process against Pebble until the merits of this case have more time in front of the court,” Mike Heatwole, spokesperson for the Pebble Limited Partnership, said.The EPA initiated the 404(c) process at the end of February, alleging the Pebble Mine would have significant and irreversible negative impacts on the Bristol Bay watershed.Trout Unlimited‘s Tim Bristol says the ruling is disappointing.“The people of the region, the people who depend upon that fishery for their livelihood, I think after last week’s announcement of a potential huge run, I think they were hopeful that we would have the Clean Water Act protections in place, so for the first time in over a decade and fish and operate their businesses and get on with their lives and not have the specter of Pebble looming over their head,” Bristol said.Bristol says Monday’s ruling likely means Judge Holland needs more time to sort through the information filed by the Pebble Partnership.The EPA says it’s waiting to see the court’s written order on the preliminary injunction and hopes the litigation is resolved quickly so the agency can move forward with its regulatory decision-making.Court proceedings are expected to resume early next year. read more

John Coghill describes the dilemma in using research to set sentencing ranges that also will satisfy the public.“I don’t know that we can actually get any data that will help us on this, unfortunately, because in looking at the data, they’re saying ‘The less jail time, the less recidivism,’ and our public is not going to be satisfied with that at this point,” Coghill said.The Senate Judiciary committee on Wednesday discussed Senate Bill 54, which would revise last year’s crime law.Until last year, those who committed class C felonies could receive up to two years in jail but the new law changed this. It allowed first-time offenders to receive probation. Now lawmakers want first-time offenders to serve some jail time, but there’s differences over how long the sentencing range should be. Prosecutors want it to be up to a year.Department of Law Criminal Division Director John Skidmore said judges aren’t able to use their discretion.“Courts have to have the discretion to look at a particular offense, to look at a particular defender and decide, is this someone who should be in jail, and we can put on probation, or is this someone who does need some jail time?” Skidmore said.State Public Defender Quinlan Steiner argued that the sentences for class C felonies should be no more than 90 days. He said the Alaska Criminal Justice Commission recommended scaling back sentences based on evidence from other states that first-time offenders engage in crime after they’re jailed.“The very act of putting people in jail, put the public at risk when – if you didn’t put them in jail, they’re be less risk,” Steiner said.The Senate Judiciary Committee also plans to weigh the cost of increasing jail times the Legislature cut last year. read more

Allows Americans to deduct childcare and elder care from their taxes, incentivizes employers to provide on-side childcare services, and creates tax-free Dependent Care Savings Accounts for both young and elderly dependents, with matching contributions for low-income families.End Illegal Immigration Act Fully-funds the construction of a wall on our southern border with the full understanding that the country Mexico will be reimbursing the United States for the full cost of such wall; establishes a 2-year mandatory minimum federal prison sentence for illegally re-entering the U.S. after a previous deportation, and a 5-year mandatory minimum for illegally re-entering for those with felony convictions, multiple misdemeanor convictions or two or more prior deportations; also reforms visa rules to enhance penalties for overstaying and to ensure open jobs are offered to American workers first.Restoring Community Safety Act. Ernest Cline’s paean to everything 80s is poised to make a lot of noise at the box office, but this certainly isn’t the first time that Hollywood has looked to pop culture to inform a movie. And while fans are already pitching a fit at some of the more incongruous appearances (the Iron Giant gleefully slaughtering foes earned a much-deserved WTF), we thought it might be nice to think positive and look back at some other flicks that took the mash-up approach and paid homage to what went before.The Monster SquadThe stable of Universal monsters are some of the most iconic takes on the public domain bestiary ever – Boris Karloff’s unforgettable bolt-eared Frankenstein, Lugosi’s sneering Dracula, Chaney’s tormented Wolfman. And even if the “dark universe” never happens we already have one of the most satisfying pop culture crossovers of all time in 1987’s The Monster Squad. Written by Geek fave Shane Black, the flick follows a group of tweens in Baton Rouge, Louisiana who come up against the forces of evil led by Dracula as they try to retrieve a mystic amulet. It’s a surprisingly timeless romp that still holds up well 30+ years later.Alias Jesse JamesIn many ways, the Old West was sort of the Marvel Cinematic Universe of its day. Colorfully-named violent men roamed the expanse, getting into trouble and fighting for their lives. In 1959, Bob Hope starred as an insurance agent in Alias Jesse James, a comedy Western that featured a climactic gunfight featuring dozens of the era’s most identifiable Western actors – Fess Parker as Davy Crockett, James Arness as Matt Dillon, and even Roy Rogers as himself. It’s one of the earliest multi-franchise cameo crossovers in cinematic history, and some later home video releases have had to cut a few of the cameos due to IP rights issues.The LEGO MovieIt’s almost unfair that Phil Lord and Christopher Miller were able to work so much magic with a movie based on little plastic bricks, but The LEGO Movie captured the glee of mashing your Harry Potter and Superman sets together in an orgy of construction fun. The flick took its multiple cameos and made them all fit into the LEGO universe, and if we had to we could make a very good argument that LEGO Batman is the best Batman movie ever made.Scott Pilgrim Vs. The WorldBased on the comic book series by Bryan Lee O’Malley, Scott Pilgrim vs. the World is rife with references to the pop culture that surrounds us. From the name of Scott’s band, “Sex Bob-Omb,” to the various video game power-ups and status effects that bedevil him during his battles with Ramona Flowers’ seven evil exes, this is one movie that’s steeped in geek culture like a good cup of tea. It would take all day to run through the references in the flick, so go watch it yourself with one finger on the pause button.My Name Is BruceBruce Campbell is one of cult film’s most iconic actors from his role as Ash in the Evil Dead series. In 2007, he directed and starred in a movie that blended his real-world personality with his most famous character to hilarious effect – My Name Is Bruce. In it, Campbell gets kidnapped by a fan who wants him to battle a reanimated Chinese god in an Oregon mining town. It’s an absurd romp that lets Campbell work against public perception of him even as he embraces what made him famous.The Last Action HeroOne of Arnold Schwarzenegger’s rare 1990s flops, The Last Action Hero cast him as fictional LAPD detective Jack Slater, who meets a young boy from the real world when he’s magically transported into the film. It’s got the same gleeful mash-up aesthetic as some of the other flicks on this list – the fact that a cartoon cat works at Slater’s precinct and nobody cares is a perfect touch – but many of the references it pulls are to properties made up for just this movie. There are a few brilliant cameos, though, including Sharon Stone revisiting her Basic Instinct role. It underperformed at the box office, but history has been kind to it in hindsight.Who Framed Roger Rabbit?When Who Framed Roger Rabbit hit theaters in 1988, it was a miracle of Hollywood deal-making. For the first time ever, representatives from the animation industry’s greatest franchises shared screen space in Toontown. Disney, Warner Brothers and MGM characters were all in the same movie for the first time – and since, actually. It’s a technical tour de force and amazing to watch Donald Duck and Daffy Duck go head-to-head, for example. The negotiations were insane, with each studio having a list of demands as to the amount of screen time their characters needed. Sequels have been long-rumored but never materialized.City HunterThe majority of Jackie Chan’s 1993 comedy City Hunter doesn’t trade in retro references, but one scene in the flick is so legendary it puts the whole movie on our list. Jackie, as detective Ryo Saeba, is investigating the disappearance of a girl. He gets into a fight (because this is a Jackie Chan movie) in a video arcade, and is thrown into a Street Fighter II machine, which causes him to imagine that his foe is Ken and he’s first E. Honda and then Chun-Li. It’s a hilarious homage to the video game that ruled the world at the time.Die Another DayReleased to celebrate the 40th anniversary of the Bond franchise, Die Another Day was filmed with homages to all 19 previous Bond films. If you look around Q’s workshop you’ll spot the jetpack from Thunderball, the magic rope from Octopussy and other gadgets. The scene where Halle Berry walks out of the surf in a bikini is a direct throwback to Ursula Andress’ aquatic entrance in Dr. No. We could go on for paragraphs, but it’s pretty interesting to watch a Bond film that acknowledges the character’s cinematic history in such a blatant way.Wreck-It RalphA couple of films have dabbled in the influence video games have had on pop culture, but we’re not going to talk about Pixels on this website if we don’t have to. Disney’s Wreck-It Ralph took place in the liminal electronic world of video arcades, where the characters from myriad machines got together after the last quarter dropped. Although the flick revolved around a few fictional franchises created for it, we also got cameos from Q-bert, Zangief, and the bartender from Tapper just to name a few. The sequel, in which Ralph enters the Internet at large, is set to drop later this year.ExplorersJoe Dante has tapped into the vein of pop culture many times throughout his career, but one of his warmest paeans to the 50s science fiction that formed him was 1985’s Explorers. A young Ethan Hawke stars as Ben Crandall, a suburban teen who gets inspired by the old flicks he watches on late night TV to construct a spacecraft out of an abandoned amusement park ride and with his friends take off on a journey into the universe. It’s a forgotten sweet little film that bombed at the box office because it was released the same week as the Live Aid concert for Africa. Foolish, naive fantasy newbie. If you choose the NFL app you get the absolute best video highlights from games specific to their fantasy scoring system. I mean duh! You’re getting it right from the source. You also get exclusive next gen stats in your dashboard. I’ve only played around with this platform, but it very much caters to fan experience and exclusive NFL content. So I’d recommend this one for the ultimate NFL fan.FanDuelOf the daily leagues, I prefer mobile to set my line up easily and sometimes jump into a match the day of. FanDuel is super easy to setup one on one matches with friends for the week of games or for just one day. I’ve actually won money from FanDuel; it was about $100 from one weekend (just Sunday games), and my buy in was only $5. Remember that Matthew Berry column I told you about, that’s your play book for daily leagues. If you’re looking to throw down a little money I’d go with FanDuel. Disgraced South African track star Oscar Pistorius returns to court on Monday to find out whether he will serve a long stretch behind bars for the negligent killing of his model girlfriend, or walk out a free man. After a six-month, on-off trial that captivated South Africa, and millions more around the world who admired Pistorius as a symbol of triumph over physical adversity, opinion is starkly divided on the eventual outcome.A non-custodial sentence would likely spark public anger, fuelling a perception among black South Africans that, 20 years after the end of apartheid, wealthy whites can still secure preferential justice. Judge Thokozile Masipa cleared the 27-year-old of the more serious charge of murder, saying prosecutors had failed to prove Pistorius’ intent to kill when he fired four 9mm rounds through the door of a toilet cubicle, in what he said was the mistaken belief an intruder was lurking behind it. Laymen have pondered the practical consequences of the ruling, in particular what it meant for the legal principal of self-defence. Pistorius said the shooting in his upmarket Pretoria home was a tragic mistake, but at the trial prosecutors presented a written firearms licence test in which he acknowledged that using lethal force against an intruder was only allowed if there was a direct threat to a person’s life. With this in mind, as well as the questions over Masipa’s ruling on intent, the state could yet decide to appeal the culpable verdict in pursuit of a murder conviction. ‘We have many judgements which essentially say: ‘If you point a firearm at someone and shoot, then you intend to kill them’,’ said Steve Tucson, a law professor at Johannesburg’s Wit waters rand University. There are, however, situations, where policies are not set by the user or an administrator and the message is still displayed.The most likely explanation for that is that an extension has set a policy in Chrome when it was installed.Is your Chrome browser managed?The very first thing you may want to do to analysis the issue is to open chrome://policy/ in the browser’s address bar to see if policies are listed.If you see at least one policy, Google Chrome will display the Managed by your organization entry in the menu.Chrome lists all policies that apply to the browser when you load the internal page. Chrome displays “No policies set” if no policies affect the web browser.You may also want to load Chrome://management to find out if the browser is managed by an administrator. But they will not be easy. read more The FDR Go’s user-friendly platform helps to make the technologist’s job easier and improves the patient’s experience.Beginning Jan. 1, 2017, the Centers for Medicare and Medicaid Services (CMS) will begin enforcement of the Consolidated Appropriations Act of 2016, a piece of legislation that incentivizes healthcare providers to transition imaging departments to digital radiography (DR). “[CMS will] reduce Medicare reimbursements for film X-rays by 20 percent in 2017 and for computed radiography (CR) by 7 percent in 2018. In 2022, it will be cut by 10 percent for outpatient classified exams,” said Robert Fabrizio, director of strategic marketing for digital radiography and women’s health at FUJIFILM Medical Systems U.S.A., Inc.The legislation will affect at least half of hospitals in the United States, due to their continued use of CR, and many more private practices and outpatient facilities that still use analog film. “Revenue from exams that are performed under the HOPP billing codes, such as outpatient and ER patients that don’t stay overnight, will be impacted by this legislation,” Fabrizio explained. “Hospitals and, more specifically, outpatient and private practices, will be financially impacted, especially if they have a high concentration of Medicare patients.” The Benefits of DRThe main motivation for the new legislation is in reducing the costs of Medicare funding, however to healthcare providers there can be many benefits beyond simply preventing reimbursement reductions. “There are many benefits in upgrading to DR, such as new equipment reliability, patient safety in dose reduction, productivity in treating patients faster and more efficiently, better image quality and more positive patient experiences,” said Fabrizio.This was the experience of East Texas Medical Center (ETMC), a 534-bed, level 1 trauma center in Tyler, Texas, that recently upgraded its CR systems to newer Fujifilm DR solutions in order to achieve dose reduction and departmental efficiencies for patients and physicians.According to William Tobin, radiology director at ETMC, the hospital has seen as much as a 50 percent reduction in dose, which was especially important within the center’s trauma bays, where many of the patients they treat are younger.Because DR images are captured immediately, the center was able to increase efficiency, which is especially critical in the emergency room, allowing physicians to salvage vital minutes. Instead of having to move a CR cassette from one area of the department to another in between exposures to process the image, technologists can simply move the DR detector within the trauma stretcher itself, directly moving it the length of the patient to shoot multiple exposures during the exam, saving significant time. “We saved about three minutes per image by converting to DR,” Tobin explained. “In the trauma setting, those three minutes are crucial.”Utilizing DR has also improved patient care in the outpatient setting. Since DR images are acquired immediately, “the technologist can have more eye contact and more face time with the patient versus being behind a wall removing and processing a cassette after each exposure,” Tobin explained.The Conversion ProcessWhile the benefits of DR are apparent, many healthcare providers are still unsure about the feasibility of the upgrade in both cost and functionality. However, there are several cost-efficient options that can make the transition to DR relatively painless. For instance, Fujifilm worked closely with ETMC to ensure that the DR systems were phased in using small steps at first, creating less stress on the institution’s budget.In addition, Fujifilm offers a variety of rooms, detectors and mobile solutions. The company can retrofit any third-party room to convert it from CR to DR, allowing healthcare providers to leverage the remaining life of existing X-ray rooms, which lowers cost compared to investing in a complete new room. Later on when those rooms are ready to be replaced, the detectors can be used with any newer equipment they choose to purchase down the line. Because the user acquisition workstation that powers Fujifilm CR remains largely the same when converting to Fujifilm DR, there is very minimal cost associated with it because little-to-no training of technologists is needed. Technologists are up to speed and running on the new DR in no time. With Fujifilm, radiologists are even able to keep many CR features, including the PACS hot key functionality that so many physicians find they can’t live without. “Departments should assess their environment strategically and, in some cases, may be able to reallocate some of their CR to inpatient uses or areas that have very low patient volume and upgrade areas in most need,” said Fabrizio.ETMC has converted its outpatient center, Private Outpatient Building, trauma bays and trauma area in the emergency department, and the imaging center at the center’s South Broadway Suite. Last month, ETMC Tyler (Tobin’s facility) took the final step in transitioning from CR to DR. This included the addition of two more FDR Go portables and retrofitting five radiology rooms (four in main radiology and one in ER West). There are five additional ETMC facilities that have chosen Fujifilm as their partner in the DR conversion and are awaiting budgetary approvals.What’s Next?The conversion to DR is a process that most healthcare providers will have to undertake in order to prevent reimbursement reductions with the new CMS legislation. Although this transition can seem like a daunting task, selecting a vendor that supports department needs allows use of existing workstations and provides a long-term commitment that will facilitate a smooth transition and ensure that healthcare providers are receiving reimbursements and seeing the benefits of DR as soon as possible. PYONGYANG, North Korea (AP) — Women activists including Gloria Steinem and two Nobel peace laureates said Wednesday they may have to change plans to cross Korea’s Demilitarized Zone because authorities can’t guarantee their safety if they walk from the North to the South at Panmunjom, the symbolic but tense site where the Korean War armistice agreement was signed.The rare crossing of the DMZ, which has been approved by both Koreas, is to take place Sunday. Don Shooter shows health improvement Organizer Christine Ahn, a Korean-American peace activist, said the group of 30 women from 15 countries still intends to march from the northern side of Panmunjom into South Korea. But officials in Pyongyang have informed her that without a formal letter from Seoul approving a crossing at Panmunjom — usually reserved for government missions — they may have to cross at another location.Ahn said North Korea approved the crossing and has requested confirmation with Seoul through the Red Cross. But she said she was informed after arriving with her group on Tuesday that Seoul had not replied. Pending clear approvals from Seoul and the U.N. military command that supervises the DMZ, she said the group has been advised to consider crossing from nearby Kaesong on a highway that is used mainly for civilian and commercial purposes.“We have approval from both governments to cross the DMZ, but we don’t know precisely where,” Ahn told The Associated Press at the hotel in Pyongyang where she and the group are staying. “We have every intention of crossing at Panmunjom. TORONTO – As the latest entry in a long-running role-playing series, “Xenoblade Chronicles 2” follows in its predecessors’ footsteps by offering a huge world to explore and a dense story to wrap your head around.That in itself is an accomplishment for a game in which most of its world is sunk underneath a sea of clouds.“Xenoblade Chronicles 2” is the latest in the loosely connected “Xeno” series of games by developer Monolith Soft, starting almost 20 years ago with the release of “Xenogears” for the PlayStation. It’s the first title in the series since 2015’s “Xenoblade Chronicles X” for the Wii U, a game laudable for its ambition, if not always its execution.This game takes place on the world of Alrest, which has mostly sunk due to a cataclysmic event. The people of Alrest now live on the backs of enormous floating, living beings called titans. A young boy named Rex and his battle companion Pyra are searching for a paradise Elysium among the clouds. Predictably, things go awry, sending Rex, Pyra and their friends on a titan-hopping adventure.To explore the titans of Alrest, you will form a party of three “drivers” which will act as your fighters. Each “driver” is supplemented by a “blade,” who channels the energy needed for attacks. For example, Pyra can give Rex the ability to unleash fire-based attacks when serving as his blade. Most characters can have several blades and switch between them in battle to link up devastating elemental combos or exploit enemy weaknesses.Sound confusing? Like “Xenoblade Chronicles X,” the latest game in the series throws a lot of mechanics at you quickly, and without a lot of explanation, so combat can at first seem daunting. But once you get the hang of the timing of using your battle arts, and figure out how to link combos with allies, it becomes a fun, deep system that is challenging but rewarding.Another enjoyable element of the game is collecting the blades themselves. Some are given to the player over the course of the story, but most will come from finding core crystals from the bodies of fallen enemies or from quest rewards. Cashing them in will give you a new blade. Often they are generic in design and function, but there are rare ones to collect with their own personalities and a broader skill-set. It gives the game a bit of a Pokemon-like feel.“Xenoblade Chronicles 2” does suffer early pacing issues, a problem that is common with story-heavy RPGs. It gets bogged down with too many cutscenes in the prologue and first chapter, which is frustrating when you just want to get out there and check out the world. By the time the second chapter kicks in, however, the game starts to strike a balance between exposition and exploration, and zipping around from titan to titan to see what adventures each one has in store is a treat.The Switch is not a processing powerhouse when compared to other consoles of this generation, so “Xenoblade Chronicles 2” doesn’t quite deliver the graphical masterpiece that a “Final Fantasy” game might. But it does a lot with what it has to work with. Every titan has a pretty distinct vibe, from the bucolic splendour of Gormott, to the depleted, barren Mor Ardain, to the swampy Uraya, whose people live inside the titan instead of on top of it.The game looks good in both console and handheld mode, though when playing portably there is occasionally a slight delay in the rendering of some textures. It’s probably not an issue for anyone but the most ardent of graphics wonks. The accompanying soundtrack is of a consistently high quality, a relief after some of the misfires in “Xenoblade Chronicles X.”The story is mostly executed well but “Xenoblade Chronicles 2” doesn’t avoid all the pitfalls that plague its genre. Outside the early pacing issues, there is the exhausting oversexualization of some of its female characters. That Pyra, and her alter-ego Mythra, are ridiculously proportioned and scantily clad is not surprising given character design in these games often looks like it was left to a lonely 13-year-old boy. But we could have definitely done without the vignette where two of the older male characters debate the appropriateness of her appearance. It’s played for laughs but comes off as crass.That aside, “Xenoblade Chronicles 2” adds a well-executed Japanese-style role-playing game to the Switch’s arsenal, with tons of content and worlds to explore, a well-rounded cast of characters and some neat mechanics. It is well worth the time investment for RPG fans, or anyone looking to add a meaty title to their Switch library.“Xenoblade Chronicles 2” is rated T for teen gamers and up, and retails for about $80.
